Councilwoman Beverly Burks called the meeting to order at 7:30PM.
Roll Call: Awet Eyasu, Beverley Burks, Ahmed Hassan, Dean Moore
Mayor Terry and Councilman Mario Williams absent

A. NEW BUSINESS
Beverly Burks asked if there was any business that needed to be addressed.
 
Mario Williams made a motion to amend the agenda to add the election of the Vice mayor for the remainder of 2016. Awet Eyasu seconded the motion.  Discussion. A vote was called and the motion carried (Yes -4, No - 0, Abstain - Beverly Burks chairing the meeting).  
 
E1) Elect Vice Mayor for 2016
Ahmed Hassan nominated Dean Moore to serve as Vice Mayor for 2016.  There were no other nominations for Vice Mayor submitted. Beverly Burks called for the vote. (3- Yes, Dean Moore, Mario Williams, Ahmed Hassan, 2- Abstain, Beverly Burks, Awet Eyasu).
 
E2)  2017 Budget Adoption 
1) 2017 Budget Presentation – Keith Barker 
 
2) Public Hearing – To take public comment on the 2017 Proposed Operating & Enterprise Fund     Budget 
Warren Hadlock asked for budget information on the Friendship Forest Master Plan. The City Manager provided information on the implementation costs and planned expenditures for the Friendship Forest Master plan and anticipated timeframe for completion. 
 
No further public comments.  The Vice Mayor closed the Public Hearing. 
 
E3)  City of Tucker Intergovernmental Agreement for Municipal Court Service
Mr. Barker reported that the newly created City of Tucker has requested to utilize the City of Clarkston court staffing and facilities to conduct one monthly court session to prosecution of city ordinance violations.  Currently, the City of Tucker has no available facility or staffing to conduct Municipal Court sessions to prosecute violations of city ordinances.  O.C.G.A 36-32-12 provides that sessions of municipal court may be held outside the municipality for which the municipal court is established if such sessions are held within a county in which the municipality is located or has its legal situs.  Currently the City of Tucker anticipates approximately 15 environmental/code enforcement cases per month.  The attached Intergovernmental Agreement for the Holding of Municipal Court for the City of Tucker outlines the duties and responsibilities between the City of Clarkston and the City of Tucker.  This agreement stipulates that the City of Tucker will pay $600 per month for one court session of up to 15 cases for use of courtroom facility and court clerk staffing services.  The cost of fees related to the City of Tucker municipal judge, solicitor, public defender, interpreters, court security and other court support personnel will be paid directly by the City of Tucker to the provider of those services. The initial term of the agreement is six (6 months) from December 1, 2016 through May 31, 2017 so both parties can evaluate the services provided and impacts on operations for each respective municipality.
Ahmed Hassan made a motion to adopt the City of Tucker Intergovernmental Agreement for Municipal Court Service.  Awet Eyasu seconded the motion. A vote was called and the motion carried (5, 0).
 
E4)  Adopt Resolution to Declare Property Surplus for City of Clarkston
The City Manager reported that the City of Clarkston Public Works Department has requested that a 1999 Bobcat Skid Steer Loader with Backhoe attachment Serial #514430633 be declared as obsolete and surplus equipment.  
Awet Eyasu made a motion to adopt Resolution to Declare Property Surplus the 1999 Bobcat Skid Steer Loader with Backhoe attachment Serial #514430633for City of Clarkston.  Mario Williams seconded the motion.  A vote was called and the motion carried (5, 0). 
Awet Eyasu made a motion to adjourn the special call meeting. Ahmed Hassan seconded the motion.  A vote was called and the motion carried (5, 0).
