CLARKSTON CITY COUNCIL SPECIAL SESSION
Tuesday, February 13, 2017

City Manager: Keith Barker

Mayor Terry called the meeting to order at 7:30pm.
 
NEW BUSINESS
1) Approve a Resolution that the Georgia State Legislature create a Specialized Clarkston Downtown Development Authority
Beverly Burks detailed the purpose of the Resolution to specify the officers and structure of the DDA.  The DDA membership will be three Council members appointed by Council vote and four members of the community where two are residents and two could be from outside the community if they hold special expertise in the fields of banking, finance, real estate development, community development or other areas of expertise related to economic development.  Councilwoman Burks advised that the council had spoken to the legislature and they had no objections to the proposed structure and officers of the DDA. Awet Eyasu reported that the Council discussed this extensively at the February meeting but tabled for the Mayor to be able to participate. Councilman Williams advised that this is Clarkston’s proposed structure for the DDA but that the legislature can make changes to the DDA. Beverly Burks reported that the Mayor would appoint two members (one must be a tax payer) and the Council would appoint two members (one must be a tax payer). Discussion on the terms of office. 
Dean Moore made a motion to approve a Resolution that the Georgia State Legislature create a Specialized Clarkston Downtown Development Authority.  Awet Eyasu seconded the motion.  Discussion.  The City Manager stated that this resolution provides high level direction for the legislative Council to craft the legislation.  When the City is ready to form the DDA then they will pass a resolution adopting the bylaws and terms of office for members. The Mayor called for the vote and the motion carried (6, 0). 
 
2) Vote to override potential veto by Mayor of Resolution # 203 - A Resolution of the City of Clarkston, Georgia Authorizing, Inter Alia, the Execution of an Agreement of Sale Relating to the Issuance of Urban Redevelopment Agency of the City of Clarkston Revenue Bond (City of Clarkston, Georgia Projects), Series 2017
Mario Williams detailed that the Mayor charged the City Attorney with drafting a veto statement for the Resolution #203 and he has not firmly stated he did not intend to submit the veto statement.  Awet Eyasu stated the item had been passed unanimously and the potential veto could jeopardize the progress of the Friendship Forest Master Plan and the cost of the funding and he asked the Mayor to keep his word that he is not going to veto this item. Mayor Terry stated he supported the Friendship Forest Master Plan and he is not going to transmit the veto statement. Dean Moore addressed concerns that the Mayor had the City Attorney draft the veto statement.  
Karen Feltz addressed concerns on pursuing the bond during the current changes in the Federal Government. 
Warren Hadlock understood the veto did not have to be overridden but he asked Mayor Terry why he had one drafted. Mayor Terry explained he had issued a veto statement on a previous charter change and he questioned the City Attorney charging for this item and he did not sign this veto statement. Councilman Moore asked for a response to Mr. Hadlocks question.  Mayor Terry advised this was not a town hall meeting and he asked for a motion to adjourn the meeting.
 
Ahmed Hassan made a motion to adjourn the meeting.  Awet Eyasu seconded the motion.  A vote was called and the motion carried (6, 0).
