A.  CALL TO ORDER –SPECIAL CALL MEETING
Mayor Terry called the special call meeting to order at 2:40pm.

Councilmembers Ahmed Hassan and Mario Williams absent

C. OLD BUSINESS
None

D. NEW BUSINESS
D1) Discuss Clarkston Annexation
Mayor Terry discussed concerns with the proposed Greenhaven annexation and some areas of that annexation could impact areas that Clarkston would consider for future annexation.
Senator Steve Henson gave an overview of the current status of the Greenhaven annexation. He stated that the Legislature was considering placing a hold on any future annexation until the completion of the Carl Vinson Institute for Government Study.  The study is intended to review and advise on the impacts of all DeKalb cities proposed future annexations. He encouraged the Council to determine all areas for Clarkston future annexation and include in the CVIOG study. 
Council discussion of all areas to be considered for inclusion in the study. Council reviewed concerns with balancing the cost of deliverable services against improving areas in strong need of code compliance to address unsafe or failing structures.
Public Comments echoed the concerns of including areas that will require more correction to come into compliance with code and safety, such as Brannon Hills.
Some residents of the Bell Glade area wished to be considered for future annexation to insure they did not fall under a potential Greenhaven annexation. 
Mr. Gomez advised he would review the draft annexation map to update and include all the areas discussed during the meeting.  Mayor Terry confirmed the Council would review at the next Council meeting to forward to the CVIOG study. 

D2) City Council-Senior Staff retreat
Mr. Gomez discussed with the Council potential dates to hold the next Council retreat. Consensus to hold on March 29 at the GMA Building in Atlanta. 

E. ADJOURNMENT: 

Awet Eyasu made a motion to adjourn the meeting.  YT Bell seconded the motion.  A vote was called and the motion carried (4, 0).  Meeting adjourned.
