Mayor Ted Terry called the meeting to order at 7:00PM.

F11) Approve Intergovernmental Agreement for the Distribution of Homestead Option Sales Tax Proceeds
Finance Director, Dan Defnall reported that when SPLOST was approved at the November 2017 election, there were also changes that affected Homestead Option Sales Tax Proceeds (HOST )and Equalized Homestead Option Sales Tax Proceeds (EHOST). The Act that changed with the law in November did not provide a method for the distribution process for HOST and EHOST monies during the 2018 transition year. This intergovernmental agreement provides the specific amount of capital outlay proceeds (equalization payments) to be distributed to each City and the County from 2018 HOST proceeds and provides a method for the distribution of EHOST proceeds between the County and Cities for the period January –April 1, 2018.
Stephen Quinn reported that there is remains an issue between DeKalb County and Dunwoody on the amount Dunwoody will receive. The County has confirmed that the other cities amounts will remain the same regardless of how the Dunwoody funds issue is resolved, and an alternate IGA may need to be executed. Mr. Quinn advised the Council should approve the IGA with the stipulation that the Mayor and City Attorney can sign this or a substantially similar agreement.
Awet Eyasu made a motion to Approve Intergovernmental Agreement for the Distribution of Homestead Option Sales Tax Proceeds and approve for the Mayor and City Attorney to sign an IGA that is substantially similar. Andrea Cervone seconded the motion. A vote was called and the motion carried (4, 0).
