Mayor Terry called the meeting to order at 7:00PM.

D1) Adopt Resolution to hold Referendum on ‘Sunday Brunch Law’.
Mr. Barker reported that on May 8, 2018, The General Assembly amended the provisions of O.C.G.A. § 3-3-7 to provide the governing authority may, by resolution or ordinance conditioned on approval in a referendum, authorize the sale of alcoholic beverages for consumption on the premises of any such establishment as set forth and identified specifically in the legislation, on Sundays for an additional hour and a half during the time period of 11:00 A.M. until 12:30 P.M. The City of Clarkston is in support of giving the residents the option to vote on whether to implement the 11:00 AM serving of alcoholic beverages on Sunday. The new law does not permit Georgia consumers to purchase package alcohol before 12:30 P.M. from grocery or liquor stores.

If the proposed referendum vote is held and passed by a majority of the eligible voters, the allowed starting hour of service of alcohol at bona-fide restaurants in the City of Clarkston will begin at 11:00 A.M. Currently, alcohol sales in Clarkston restaurants commences after 12:30 P.M. on Sunday.
Staff recommends that the City Council approve the Resolution to allow the sale of alcoholic beverages beginning at 11:00 A.M. on Sundays and to authorize the DeKalb Elections Superintendent to issue the call and hold a referendum vote on the November 6, 2018 General Election.

Jamie Carroll made a motion to go into executive session to discuss a personnel and a legal issue. Awet Eyasu seconded the motion. A vote was called and the motion carried (5, 0).
