Mayor Terry called the meeting to order at 6:30pm.

B1) Discuss proposed SPLOST project list
The City Manager gave an overview of the SPLOST adoption process and the projects included on the Clarkston SPLOST Project List (copy Attached). Project Larry Kaiser provided technical information details on the proposed SPLOST project list. Further discussion on alternative areas for consideration to add to the SPLOST list, such as MARTA bus carve out lanes, incorporate public art into projects, upgrades to the Women’s Club, solar installations, traffic calming measures in residential zones, joint projects with DeKalb on border streets needing upgrades. Discussion on the recent pedestrian death crossing the rail road tracks and proposed signage to deter future fatalities.
Kathleen Andros commented on the road paving’s covering the curbs. The City Manager advised that projects intend full depth which is stripping all current asphalt.
Ms. Jones a local artist encouraged considering including art in the projects.
Mr. Medford discussed hazards at locations where streets transition to DeKalb district.
Student presented a project reflecting pedestrian extended access on weekends and during special events.
Patrice Keeter (DeKalb County Transportation) advised she had taken notes to provide to DeKalb Transportation for future shared projects.
Mr. Penicello, unincorporated DeKalb residents questioned how the funds are designated for the projects. The City Manager detailed how the as the funds are distributed, the City would seek a revenue bond to allow full funding for the projects as debt and the debt would be retired as the SPLOST funds are received.
