Clarkston Hires First Ever Planning & Development Manager
Clarkston, Ga. –Clarkston City Manager Keith Barker today announced the appointment of Mr.
Jason Gaines as the City’s first ever Planning & Development Manager. Mr. Gaines comes to Clarkston after a combined seven years of service to Cobb County Government; with two years served in Cobb’s Community Development Agency and five years served in the Cobb Department of Transportation. During his tenure at Cobb, Mr. Gaines made numerous lasting contributions, including work on Cobb’s Comprehensive Plan and Comprehensive Transportation Plan (CTP), oversight of annexation proceedings and service delivery agreements with Cobb’s six incorporated cities, development of the County’s Complete Streets Policy, as well as work on numerous corridor-and-small-area studies.
Prior to his tenure at Cobb County, Mr. Gaines spent a year with Henry County Government’s Planning and Zoning Department. There, he was responsible for the review and analysis of zoning requests (i.e. rezoning, variance), sign applications and other numerous day-to-day functions.

Mr. Gaines holds a Master’s Degree in City and Regional Planning from Georgia Institute of Technology is a member of the American Institute of Certified Planners and is a graduate of the University of Georgia, Carl Vinson Institute of Government’s Management Development Program.
