City Manager: Keith Barker

Mayor Ted Terry called the meeting to order at 6:30pm.

C.  ADMINISTRATIVE BUSINESS/ PRESENTATION

C1) Approve Minutes 11/24/17 Special Call and 12/5/17 Council Meeting 

Ahmed Hassan made a motion to approve the minutes for the 11/24/17 Special Call and 12/5/17 Council Meeting. Awet Eyasu seconded the motion. A vote was called and the motion carried (6, 0).

 

C2) Swear-In Newly Elected Mayor and Council Members 

Judge David Will swore in Mayor Ted Terry and Council Members Yterenickia “YT” Bell, Jamie Carroll, Ahmed Hassan.  Council Member Andrea Cervone repeated her oath for the Inaugural event.

 

C3) Council Elect Vice-Mayor

YT Bell made a motion to nominate Awet Eyasu to serve as Vice-Mayor for 2018.   Mario Williams   seconded the motion.    A vote was called and the motion carried (6, 0).

Mario Williams made a motion to approve all Consent Agenda Items listed above.  Jamie Carroll   seconded the motion. A vote was called and the motion carried (6-0). 

 

E. PUBLIC COMMENTS

Debbie Gathman, Mell Ave presented a book on neighborhood building to the newly installed Council Members. 

 

Herbert Clark congratulated all the council members that have served the City.  He challenged the council in 2018 that at least 60% of the election promises come to fruition. 

 

A representative of Square Mile gallery spoke to encourage more art in Clarkston. 

 

A representative of the Liberian Community spoke on the large refugee community in Clarkston and looked forward to inviting the Council to their community. 

 

Teddy Berkley commented that the majority of the Council were millennials and looked forward to their service. 

 

Several residents spoke on the long cultural diversity history of Clarkston and each congratulated the new council members.

 

Mayor Terry closed Public comments.

G.NEW BUSINESS

G1) Approve Change Order to the East Ponce de Leon Phase III Pedestrian & Traffic Access Management Improvements Contract with Sol Construction, LLC

Mr. Barker advised that this is a time sensitive request. The purpose of this change order is to replace the granite header curb along East Ponce de Leon from Market Street to approximately 60 feet west of Church Street. The scope will include providing all labor, materials and equipment for the demolition of existing granite header curb, new granite curb installation, re-grade roadway shoulder at selected locations, install concrete bus pads and ADA ramps, asphalt patching, erosion & sedimentation control, edge line striping and providing all related materials 

 

The change order amount is $189,772, which will be added to the full cost of the contract. 

Mr. Barker advised that although not required, Sol Construction, LLC has signed the Clarkston Fair Employment “Ban the Box” ordinance affidavit.

 

The City manager reported that staff recommends the City Council approve the Change Order No. 1 to the East Ponce de Leon PH III Pedestrian & Traffic Access Management Improvements with Sol Construction, LLC in the amount of $189,772 and authorize the City Manager to execute all required documents.

Awet Eyasu made a motion to approve the Change Order to the East Ponce de Leon Phase III Pedestrian & Traffic Access Management Improvements Contract with Sol Construction, LLC. Mario Williams seconded the motion.  A vote was called and the motion carried (6, 0).

Mayor Terry explained that the he and the newly elected members would provide their remarks during the inaugural program. 

 

Mario Williams congratulated YT Bell and Andrea Cervone on their election. He congratulated Ahmed and appreciated having him on the Council.

 

Awet Eyasu congratulated YT, Andrea, Jamie and Ahmed on their successful campaigns. He thanked the Council for his appointment as Vice-Mayor.  Awet thanked Beverly Burks and Dean Moore for their years of service to the City.

Awet Eyasu made a motion to adjourn the Council Meeting.  Mario Williams seconded the motion.  A vote was called and the motion carried (6, 0).
